시놉시스

전 세계에서 가장 큰 민주주의 국가인 인도 정치에 격변을 불러온 아르빈드 케즈리왈과 '보통사람당'(AAP)이 지방 선거를 치르며 겪게 되는 민주주의의를 향한 여정을 따라가는 작품. 정부의 부정부패에 맞서 견고한 기득권층에 대항하고자 만든 보통사람당은 자신의 이상을 실현하기 위해 인도 기득권 정치 세력들을 뒤흔들며, 국민들에게 열렬한 지지를 받는다.

  We established camaraderie with the party and its members very early, and have closely followed their journey. Our access within the party gave us an insight into the mechanisms of politics through very interesting protagonists. It also showed us the vulnerabilities of such an enterprise. Today the Aam Aadmi Party is the center of much debate. We are neither looking to make heroes out of them for being protestors nor wanting to vilify them for being politicians.

  Our film tells a story that resonates with universal concerns about democracy. Our attempt has been to construct a nuanced portrait of the various forces shaping democracy, the biggest of which is the voter. In the AAP story also, the voters are a major character, as they interpret the power that elections give them, often negotiating with likely candidates on the terms of casting the vote. The AAP is a vehicle to arrive at a better understanding of electoral politics. Like the Syriza in Greece or when Obama
  was getting elected in the US, the AAP too are trying to navigate the tension between hope and pragmatism, between idealism and politics.

​2012년 인도에서도 정치적 이변이 일어났다. 세금 공무원으로 일하던 아르빈드 케지리왈은 기성 정치인들의 부패를 뿌리 뽑기 위해 선거에 뛰어든다. 정부 관료의 부정부패에 맞서기 위해 ‘보통 사람의 당(AAP, Aam Aadmi party)’을 창당하고 델리시 선거에 후보자를 낸 것이다. 부정 선거가 만연한 인도 사회에서 시민들의 의식을 바꾸고, 변화를 끌어내기 위해 아르빈드 케지리왈은 단식을 마다하지 않고, 전기요금과 수도요금 정상화 등 시민들이 누려야 할 가장 일상적이고 기본적인 권리를 바로잡기 위해 애쓴다. 선거 결과, AAP는 인도 정부를 이끄는 주 정당인 ‘회의당(Congress Party)’와 제1야당인 ‘BJP’가 양립하던 구도에 균열을 내고, 케지리왈은 델리주 총리에 당선된다. 영화는 선거 1년 전부터 결과를 예측할 수 없는 이들의 선거 과정을 카메라에 담는다. <혁명을 위한 제안>은 선거에서의 승리를 마지막으로 끝나지만, 자막을 통해 ‘혁명’과 ‘새로운 변화’가 완성되지는 않았음을 보여준다. 그런 면에서 영화는 혁명의 반쪽만을 보여주고 있지만, 그럼에도 불구하고 변화의 시작이 얼마나 어려운 것인지, 처음의 출발을 지속하는 것이 얼마나 지난한 일인지를 짐작할 수 있다.
